Il est situé à proximité du réservoir de Tissa Wewa et des Royal Pleasure Gardens. Le temple est un trésor contenant des sculptures exquises qui sont les plus belles du Sri Lanka. Ce temple est largement différent des autres temples avec des piliers massifs de Stupa et de pierre de l'ancien bâtiment trouvés dans la ville antique d'Anuradhapura. On pense qu'Isurumuniya a été construit par le roi Devanampiyatissa vers 300 av. Le temple est creusé et encerclé par une formation rocheuse naturelle abrupte par le Tissa Wewa.
