Es befindet sich in der Nähe des Stausees Tissa Wewa und der Royal Pleasure Gardens. Der Tempel ist eine Schatzkammer mit exquisiten Schnitzereien, die zu den schönsten in Sri Lanka zählen. Dieser Tempel unterscheidet sich stark von den anderen Tempeln mit massiven Stupas und Steinsäulen antiker Gebäude, die in der antiken Stadt Anuradhapura gefunden wurden. Es wird angenommen, dass Isurumuniya um 300 v. Chr. von König Devanampiyatissa erbaut wurde. Der Tempel ist aus einer abrupten natürlichen Felsformation des Tissa Wewa gehauen und umkreist sie.
